2011–2012 – Landfill Cover Construction, Active Air Force Base, IL

Provided comprehensive project management oversight and project scheduling for prime contractor for phases one and two of a landfill cap construction project valued at more than $10M.

Project included two old landfills totaling more than 35 acres in close proximity to one another on base.

Phase one consists of removal of mature trees, covering more than 25 acres of site, grinding, improvement of access and installation of necessary sediment controls measures.  Phase two included installation and maintenance of E&S measures, re-grading of both sites, excavation of 5,500 CY of contaminated creek bed, excavation and treatment of 3,300 CY lead-contaminated berm, excavation and relocation of approximately 3,000 CY of contaminated  material from various locations, installation of a passive gas vent system on both landfills, installation of impervious membrane cover, import and distribution of 96,000 CY of  vegetative cover and top soil, re-vegetation of the site with erosion control and site restoration.  Project duration was expected to be nine months.  Navigator CS performed as CM Agent Representative for and professional consultant/advisor to Prime Contractor.  During pre-construction provided contract writing, contract document plan review and revision, assistance with RFP documents, bid evaluation and sub-contractor selection process. Also provided scheduling, estimating, change order and certified payroll management services to the project.  Developed and maintained Primavera P6 – based CPM schedule for both phases.
