2010–Present: Federal Transit Administration, Support PMO oversight of ARRA funded projects, various locations
Currently providing support to Booz Allen Hamilton for Program Management Oversight (PMO) of multiple Federal Transit Administration ARRA funded grant projects in Mississippi, North Carolina Puerto Rico, Connecticut, Orlando, and Miami.
Projects include transportation services buildings, bus routes and light rail. Construction Management Services consist of reviewing project schedules, project Quality Control/Quality Assurance and Buy America Plan submissions, review of project documents and scope definition, monitoring progress, providing technical oversight review of all aspects of the project development, delivery, and execution and reporting findings and recommendation through the PMO to FTA. Such reviews and monitoring have included a comprehensive review of the Grantee technical capabilities, project costs, schedule, planning, design, construction, operation, and quality assurance/quality control documentation in an ongoing process as it relates to project constructability, project management and oversight of ongoing construction activities. Navigator CS is also providing detailed project schedule review and analysis on two new large projects, including planned Monte-Carlo level construction schedule risk analysis. All work is ongoing.

2010–2011 Contaminated Soil Removal, Active Air Force Base, VA
Provided comprehensive project management oversight for prime contractor on a site remediation project.
The project included construction of 1,700 LF of cofferdam and dewatering, excavating 4,200 CY of contaminated sediment, drying and waste removal and site restoration. Project valued at over $4M. Performed as CM Agent Representative for and professional consultant/advisor to Prime Contractor. During pre-construction Navigator CS, LLC assisted with RFP document preparation, bid evaluation and sub-contractor selection process. During construction phase, we assisted with development of sub-contractors P6-based CPM schedule and provided comprehensive monthly reviews. Also performed several time impact analyses to evaluate requests for time extensions in association with contract changes.

2011–2012 – Landfill Cover Construction, Active Air Force Base, IL
Provided comprehensive project management oversight and project scheduling for prime contractor for phases one and two of a landfill cap construction project valued at more than $10M.
Project included two old landfills totaling more than 35 acres in close proximity to one another on base.
Phase one consists of removal of mature trees, covering more than 25 acres of site, grinding, improvement of access and installation of necessary sediment controls measures. Phase two included installation and maintenance of E&S measures, re-grading of both sites, excavation of 5,500 CY of contaminated creek bed, excavation and treatment of 3,300 CY lead-contaminated berm, excavation and relocation of approximately 3,000 CY of contaminated material from various locations, installation of a passive gas vent system on both landfills, installation of impervious membrane cover, import and distribution of 96,000 CY of vegetative cover and top soil, re-vegetation of the site with erosion control and site restoration. Project duration was expected to be nine months. Navigator CS performed as CM Agent Representative for and professional consultant/advisor to Prime Contractor. During pre-construction provided contract writing, contract document plan review and revision, assistance with RFP documents, bid evaluation and sub-contractor selection process. Also provided scheduling, estimating, change order and certified payroll management services to the project. Developed and maintained Primavera P6 – based CPM schedule for both phases.
